From my understanding custom paints can only been seen in single player, and in multiplayer they dont show for everyone else. Is that really the case?

Yes, unfortunately. I'm not sure why they would ever do it that way, I'll still be using this scheme for the season but unfortunately everyone will just see a white car covered in wire mesh.

Actually no even you cant use custom livery's in multiplayer if you select it it will just default to random and pick one for you, this has been done so that when you load up into a lobby no one has to download a skin (could cause problems if the match has already begun) or see and unsightly white meshed car XD on another note that is a very nice livery

That's strange, I seem to remember using a custom skin online. I've switched to an in-game LMP2 anyway.

They could just make it an optional thing like for private room only "check this box for custom liveries, will increase loading time"

I use a custom Cole Trickle paint on the stock car and it shows up for me in multi, and I also see plenty of the white wire mesh when someone else is using a custom paint.

And yeah, I think the no custom paints in multi is to prevent lag when in session because some idiot who just joined decided their paint needs to be several megabytes huge. There's enough trouble with rammers as is, so I think I'll thank the devs for that choice even though a private lobby option for custom paints would be really nice.

the skins thing is not an immediate priority, but will eventually get resolved, they need to just keep getting on top of the other issues
